The easiest (but most expensive) way is to get a clone-a-willy kit off the internet. It comes with some powder called "alginate" that you mix with warm water. It becomes a thick, fairly non-sticky paste. You pour the mix into a tube and quickly slide it onto an erect cock.

We fucked up the first try, so we bought some more alginate at a dental supply store. Dentists and orthodontists use this stuff to make casts of teeth for various reamisters.

Anyhow, after the cock has been in the tube for a few minutes and the alginate is set and solid, you pull it out. There is now a cock-shaped cavity in the alginate in the tube. You fill the cavity with whatever you want, but the clone-a-willy kit comes with a really neat two-part rubber mix, which is what we used to mold my friend's cock.

You can also use 100% silicone caulk, but there are a few problems associated with that. Essentially, only the outside centimeter of the caulk will dry properly, leaving the inside liquid. When I molded my own cock using... caulk, I solved this by cutting a hole at the base of the silicone dildo and draining the interior silicone out. I then left it alone, so the interior surface would dry, and filled the now hollow dildo with molten wax. I then sealed the end back up with a little left-over caulk.
