It's the opposite for tops though. I also look for some elastic at leg openings otherwise they just work over to the side during the day.
Another tip I've found for wearing leggings or tight skirts are swimsuit bikini bottoms as they're made to be worn in public and tend to be more stretchy and a heavier material that keeps bulges flatter in the front. It's helpful that I'm smaller there already
