How do things get started? Are you with your wife when another guy begins talking to her? Or do you stand some distance away and leave her on her own in the hope that she will get chatted up? Or does the other guy know right off that you and her are together? I would love it to happen to my wife. Although in her late 50's she is genuinely very attractive and smart. I do not think there is any set agenda.
If a group of lads we normally get into a chat and as my wife is very knowledgeable about sport she can hold her own, if someone she likes she will try and go to one side of group and try and make it obvious she likes him. I know the score so go along with it and try and give her time to get to know him individually, I try and let him know I am ok with things by saying the odd thing.
If in a bar or a place where music she often would ask him to dance and his mates will make the odd comment, if not she would either let him know where we are going next or give him her number.
A guy on own is much easier as they always want to get into some sort of conversation, again if she likes him I will know to sort of drop out of conversation, go and play on a bandit or take ages going to loo, but making sure they are in deep conversation, always asking him to look out for her while gone.

Cannot say anything is set in stone and if your wife is intelligent she will find something in common to talk about. Just do not have any set expectations, if it happens great if not just make sure she has a good time anyway.
Always works better when away from home, nice hotels are ideal.

Thanks Wannabe. That could be really useful. We are hoping to get away on holiday (abroad) later this month. Somewhere warm - Tenerife, Caribbean, Florida (Keys maybe), etc . Being in holiday mode might help things along. I so wish it would happen. I am sure that with the right guy in the right circumstances my wife would find it exciting, and once the ice has been broken she will become very responsive.

I'm not sure what kind of young guy your wife might prefer but in terms of places where there are usually slightly alternative guys where you would probably be able to hear over music etc I would say the Adelphi, the white swan or the beer garden of nation of shopkeepers. All places where it's easy to strike up conversation and see where things lead. Good luck
