I keep getting a message that says "The file doesn't exist or you have no permissions to enter." This is after I have logged in the same way I have for several years. Is it down for maintenance or broken?

I wish I could take a pic of the screen that appears. I click on the start button of a video and another screen appears that says "The file does not exist or you have no permissions to view this video." The page is all black and the words are in white. It runs for 19 seconds then the opening page of the video reappears. It did the same thing about 2 years ago and about 4 weeks later it started working fine again.
