The bastards think just like criminals, but we pay them a salary to do it. In fact, if not for the "We Say So" act (the one that says the government can't be prosecuted,,,why? Because WE SAY SO!!!), there are several ongoing enterprises that would fall under the R.I.C.O. statutes where it could be prosecuted. I can name a half dozen presidents off the top of my head, going all the way back to 1812, that if they weren't presidents, and were tried for their crimes like a regular permister, would've been toast.
