Estrogen will cause some shrinkage (although the amount varies from man to man depending on your body's reactions) but it also has a variety of other impacts (the shrinkage is realy a side effect), so make sure you are fully aware and informed before you go that route.
Sadly, there is no surefire way I've ever heard of. As someone who has been in chastity pretty steady for years, I can tell you that I have not shrunk even a fraction. I've heard other people say they have, so I imagine it is another case-by-case situation. I'm not quite sure from a biological stand point how the erectile tissue would actually sink, so I advise consulting a urologist as the best possible authority.
