I would say the one who makes the bull come - the winner - gets to have an orgasm. The one who provides it is the person who did not make the cuck come - the loser.

You could then also make the loser go without an orgasm for X amount of time or perhaps instead as added punishment for not being hot or skilled enough to get the bull off the bull could spank or pinch the loser as they pleasured the winner, making it more of a challenge.
