No, if I posted on Rapidshare, people would bitch and want me to post it on megaupload.
There should be no reason that you can't download from megaupload unless you recently downloaded over your limit, in that case, just wait a day and you'll be able to download again.
The only other reason why you can't download from megaupload is because it is blocked in your area or country. In that case, I suggest that you learn about and use a good tunneler or proxy service that will mask your IP from megaupload and consequently, allow you to download.
Personally, if I were in a country that censored content on the internet, I would have a proxy to get around it anyway. If that's the case, I recommend Metropipe. (google it)
