'Country limit is full' is new to me (in germany).
Im just a free user. If my download limit is full then i reconnect to get a new IP. Naturally that only works with dynamical IP (your provider gives you a new IP from his pool each time you connect). If you have a static IP, this "trick" can't work.
PS: Here you can check your IP: http://checkip.dyndns.org/
PPS: If you have dynamically IPs than also make sure to deactivate cookies for rapidshare.
